People´s Deputies, representatives of the central and local executive authority bodies, and specialized associations, leaders of heat supply enterprises attended the extended meeting.

 

The attendants listened to the reports of the representatives of the Ministries on Housing and Public Utility Sector, on Fuel and Energy, on Finance, on Economy; the National Commission for Electric Energy Regulation, Naftohaz Ukrainy National Joint-Stock Company concerning problematic issues of the forthcoming heating season.

 

The participants of the meeting discussed the issues to be supported by the Committee members. Thus, the funds in the amount of UAH 500 million from the Stabilization Fund, allocated by the Law "On the State Budget of Ukraine for 2010", shall be used for implementation of investment and innovations energy-saving projects in the housing and public utility sector, as the regions failed to receive these funds by September 1.     

 

The attendants deem it important that the state budget subventions to cover the privileges and housing subsidies for payments for electric energy, natural gas, heat and water supply and water drainage, residential dues, and garbage disposal be fully transferred to the local budgets. The same demand concerns the state budget subventions to the local budgets to cover the damages from transportation of persons entitled to discounts.  

 

The Committee members resolved to facilitate parliamentary scrutiny of the bills on the housing and public utility sector development and provision of sustainable and affordable housing and public utility services, the draft Housing Code of Ukraine; the bill on the lease or concession of the central water and heat supply, and water drainage facilities in the municipal ownership.

 

The Committee also decided to address M.Azarov, Prime Minister of Ukraine, as to the urgent submittal of the bill on amendments to the Law "On the State Budget of Ukraine for 2010" regarding state budget subvention to the local budgets to cover the arrears due to the difference in tariffs.
